Default Registering an out of state vehicle in California

Here's the situation. My friend just picked up an EG hatch with a b16a SIR2 installed. The problem's that the car is Arizona Titled which means to register the vehicle in Cali, it needs to pass a dmv or chp inspection. Getting the car smogged is not an issue, the vins on the dash and engine bay match. My only concern is that the vehicle won't pass inspection because of the engine swap. Does anyone here know the process of registering an out of state vehicle with swap in cali and what is involved with the vehicle inspection. Thanks

It has to be BAR legal just like any other swap. All emissions components connected. The inspection is a basic smog check and the DMV checks for the VIN when you go to register it. The smog station is the one who should send you to the ref but you might get lucky. A lot of local smog techs around here are dumb as rocks.

If the car is able to get a BAR label I would do that. Make an appointment at the ref and see what he says needs to be done.
