EH hatch/B18B1 swap - mechanical timing help

Default EH hatch/B18B1 swap - mechanical timing help

I align the TDC mark with the mark on the timing cover, both cam gears are in the 'UP' position. I loosen the tensioner and put on the timing belt then rotate the crank pully 3 teeth and tighten everything back up. Slack on the belt is good and everything is lined up perfectly, now here's my problem. After I rotate everything counter clockwise a full spin so that the 'UP' marks are facing up again, the TDC mark on the crank pully is about 14 degrees PAST the mark on the timing cover. What am I doing wrong here?

edit- engine is a B18B1

There can be absolutely no slack on the left side of the timing belt when it is installed with the cams and crank set perfectly at TDC1.

Do you possibly have the wrong timing belt for your engine?

No I double checked, and it was on perfectly before. Only reason it got taken off is because I was doing a valve job and somehow a rocker arm got knocked off a valvespring so I had to remove the whole cam.

I'm just confused as to how the timing and tension can be perfect until I turn the crank all the way around again and then it's off 14 degrees? Makes no sense..
