Properly Mounting OEM Fender Mirrors

Hello everyone,
I need some help. I came across a nice set of OEM Honda Civic Shuttle fender mirrors and I wanted to ask if anyone here has had any experience mounting mirrors like this.
I know that holes have to be drilled, but I had additional questions before I start cutting.


As you can see they are going to require 3 holes. 2 for the bolts and 1 for the center spring support.
1. Is there a special drill bit that I should use once I mark my drill points?
2. Is there a certain kind of treatment that I put around the ring of the holes after drill to prevent rusting?
3. Do I need some sort of support plate underneath the fender?
Any help would be appreciated. It's super important that I do this right the first time. OEM fenders are very hard to find nowadays for a Wagon. This is the car they are going on.

Ok, 1. I would use a step drill bit, a uni bit. It's one bit that can do a few sizes.
2. U could primer or paint the bare metal, maybe even a silcone compound but I don't know how long that would last.
3. I would def. Try to put a reinforcing plate behind your fender.
