Does not sound like anything to do with the cat converter. Sounds like transmission problem. If you shift it manually it's fine but from D4 it lugs? That sounds like transmission to me. Not starting from 1st gear when in D4. You should be able to tell by the sound. Is it shifting from 1st through to 4th from D4? I would shift it manually from D1-D4 from a standing start until you can find out whats wrong with the transmission in D4.

D2 from a standing start is actually taking off in 2nd gear. It's the only position that does this and is used in winter when you want to get through snow from a start without spinning the wheels. If you are saying D2 after you are up to 30mph or so then it is probably downshifting and thats why it feels peppier.

'99 Accords still have D3 yes? If you don't plan on driving for long distances above 25MPH, or have alot of stop/go driving put it in D3. Saves on shifting wear. Uses gears 1-3

D2 is for snow or slow non stop traffic ~<25MPH(saves on shifting/wear). Shifts into 2 and stays there.

D1 is if you plan on going up a steep incline, pulling a heavy load at a slow speed <10MPH. Shifts into 1 and stays there.

What was the code? There are at least four solenoids in the transmission. It also could be the wiring to the solenoid that is damaged/grounded that could be causing the code.

P0700 is a sub code for the trans side of the computer. The code for the trans is the P0780

Mechanical Problem in Hydraulic Control System for Shift Solenoid Valve A and A/T Clutch Pressure Control Solenoid Valves A and B, or Problem in Hydraulic Control System

Generally speaking, I doubt a soleniod is going to fix this. Alhought it might in a lower mileage car, this is usually indicitive of a problem internally within the transmission which means live with it by manually shifting from 1-4 if that helps or get another AT. Sorry.
