Default 1998 Civic DX - no spark problem, need help

Original problem was no fuel on the #1 cylinder. Replaced fuel filter, cleaned & tested injector... nothing. Have fuel pressure and distributor is turning (no snapped timing belt thankfully). While trying to troubleshoot the #1 cylinder, I popped off the connector to the #2 injector to test voltage, while the car was running (there's not going to be voltage unless the engine is turning, right?)... Anyways, while the car was running horribly on two cylinders, it just went and shut down altogether. After that, turning over produces no spark at all on any cylinder. I went through the usual suspects, cap/rotor, even got another computer, same symptoms, but at least i have fuel going to cylinder 1 with the new computer. Checked all fuses under hood and in car. No problems there. After testing a bunch of things, it looks like there's no voltage going to the coil, or at least very little, certainly not 12V like there's supposed to be. with the ignition "on" I get a fluctuating 4-2 volts at the blk/yellow wire coming into the distributor. Does this indicate a bad ground, or is my ignition switch fried? Any help is greatly appreciated!

Check 15A fuse 9 in the dash fuse box.

Was the fuse, and the coil. Plug wires fixed the #1 cylinder misfire. Now I'm getting a P0505 code. Ugh.. this thing is killing me.

P0505 -- Is it associated with a high, low, or surging idle?
