I'm not really sure what you're working on, but Meguiars consumer grade stuff is pretty good.
Starting with ultimate compound and finishing with ultimate polish with a terrycloth or microfiber cloth then sealing in with some NXT or yellow wax and you're all set. Wanna post pics of the rims and what condition they are in? If you do, I may be able to further assist.

Flat colors cannot be polished. If you want to restore the shine, go ahead and buff the hell out of them. A 3" buffer pad for your drill or DA or buffer would help alot. If you want to keep the flat look, you need to just clean them using ammonia window-cleaner. Any sort of abrasive will change the appearance to a glossier paint.
Oh you should have said that. I'm not sure what kind of metal this is, but first you need to strip or blast off the flat black. Then sand the hell out of it, all in one direction. Then buff using a buffing wheel and metal compound. A sizal wheel first with the course, SS compound then a looser wheel with some finer compound. Most people do it with a bench grinder but one could probly do it with an angle grinder if you have the patients.
I mean, technically, you could PAINT them "polished". It won't look as good or last as long or be as cool but it'll be much cheaper. Scuff up what you've got with 320 or a red scotchbrite and wash it thoroughly. Throw some primer on then some "performance wheel paint" from the local autozone. Total cost for that kind of job: 25 bucks.

Stripper:10$
Cheap angle grinder: 25$
Buffing wheels: 30$
Compounds:10$
