new timing chain=3k rev limit

Replaced timing chain=> Takes turning it over for about 5 seconds for it to start=> Seems to idle fine=> Rev limited to right around or under 3k rpm.
Disconnected battery, removed fuse and disconnected ecu.
Has oil.
Is there away to check timing without a diagnostic tool?

well i figured out the problem. i noticed the crankshaft sensor gear has an outside to it which I didn't pay attention to. duh! tore it apart and put it on outside out. fired up and the p0341 cel gone! got my vtec back. i'll attempt to post some photos of the process. hopefully it'll go smoothly. fell free to make fun of me.
