Default 5th gen accord electrical trouble shooting help

I have a 94 accord lx, my dashlight, cigarette lighter and lights, and parking lights don't work I started off thinking this was just the fuse or dimmer problem until I notice the cigarette lighter didn't work. I still checked the dimmer switch and all the fuses which were fine. I haven't checked a car before for shorts so I don't really know what the best way to do it is, as far as where to start? Is it easier going from the fuse box back or from the dash out? Who ever owned the car before had fog lights installed that also don't work, there's a positive and negative cable that comes out of my driver side fire wall which I believe goes to the fog lights. When I cross the wires I get a clicking from a connector right next to the battery which also has a fuse above it. Could this cable possibly be my problem? If so how would I go about correcting it? If it would be easier I can post pictures of the wire and connector tomorrow. I've been trying to figure this out for sometime, took a break to fix the front end and now I'm back to trying to find the problem. I also got a haynes service manual to study the diagram but that didn't help to much, as well as everything I search online. I was hoping someone could possibly help me tag team trouble shooting this.

Separate the problems.Step by step.Start with the cigarette lighter,do you have power to it?Do you have a ground to it? Do not cross any wires! That is no the way to troubleshoot!!! look in the manual if the cigarette lighter is sharing the same fuse as fog lights or dash lights(unfortunately I have no diagrams in front of me)

Yes, when I tested the wires with a voltage meter everything seemed fine but when I push the lighter in it doesnt heat up nor do the lights work. That doesn't really make sense.
