Default Corssdrilled rotors making noise

Hi, i have a 97 civic just recently installed crossdrilled rotors. I know they make noise when you brake because of the holes but mine does it all the time, and the noise actually gets quieter when i press on the brakes. I got out of the car and my rims and sides of my car were black of brake dust.
