Default h23a1 timing belt tension

no matter what i do or how i do it it will not tension up good enough..
it will look fine then i rotate the motor over and there becomes slack at the top of the cams..

please someone show me pic or explain how to do this..
i am researching but its not helping.

i got it.. some where something right happened.. not sure what i did but i got it...

Usually you are off a tooth when that happens.

I think that only happens if you didn't tighten up the tensioner adjusting nut and start doing revolution turns.
