Default WTB: Labor/diagnostic for Prelude in Oakland

Looking for someone to diagnose/fix an issue for a 97-98 Prelude in Oakland.

Crank pulley started to wobble during driving, the belts came off and car stalled.

I put the pulley and belts back on,tightening as much as I can, car cranks but wont start.

With cylinder #1 at TDC, the 2 arrows on the cam gears are not point completely straight up, they are pointing slightly to the left like \ \

Car has fuel, spark, and 150 compression on all 4 cylinders.

Car is sitting in my driveway in Oakland. I don't know if it is a timing issue, sensor, destroyed crank/block or what.

Just trying to fix the car if its cheap so I can get rid of it.

I prefer to work with someone with vouches or possibly works as a certified mechanic. Tried to deal with someone else who didn't show up already.

Please let me know your rate.
Thanks

I would fix it, but you have to tow it to my place.

Any ideas on the issue? What is the ballpark figure it would be best / worst case scenario?

the belt that is on the crank pulley came off, also the ac/ps belts? basically all the belts came off i think.

yeah i might consider towing it, i would hate to take the car to a general mechanic who would charge a grip doing diagnostic which might not be the issue.. ie. i dont want to be told that engine needs to be replaced if the only issue is timing is off.

i think someone who is specialized in hondas would be best for this.
