Icon6 99-00 Civic SI EM1 Electrical problem

Ok fellow member, I bought a 99 SI. The problem is that is has a electrical issue. The rpm needle shut's off/on (when car is started), Windows will open SLOW, then FAST, a few lights on spedo will turn on when you turn head lights on without key in ignition (CEL, OIL, Brake. and lights will go dim). Car takes a while to start.

So far What I have done to the car; Changed both fuse box's, New oem main relay, Striped interior to inspect all wiring (except the dash) Disconnected engine wiring harness (problem was still happening )...

Now a little history about the car.

Car was bought in 03 as a shell (theft recovery) That owner swapped in oem seats and H22A1 swap (HAsports did the wiring). He always had this problem he took the car to few local small shops they didn't want to bother with a different motor swapped car. So the car was in his garage all this time until I bought it. Car is running OBD1 ecu P13, Has CEL code 6.

Im running out of Ideas of what to do next Please help thanks.
I will Take off dash tomorrow to inspect wiring, I don't bleave that this Electrical Issue has to do with H22 swap.
I will try to post a vid tomorrow.

Sounds like you have some bad or disconnected ground wires. Start by checking the headlight grounds in the engine bay and the taillight grounds in the rear.

Actually, start by checking the G401 and G402 grounds:

Ok so I checked all the grounds I know of (took them off clean off the paint). I do have code 6 on, and code 20 ELD just kicked in today. One thing I notice is the fan kicks in with this electrical issue. I had code ELD a while ago but I changed fuse box and that took care of it, until now.

Sorry for slow response I had to run out of town for few days.

Bump, This will be my DD help please. Btw, seems like after I cleaned the grounds some of the symptoms went away (window going up and down slow, Headlights and turn lights stay on most of the time during the electrical issue).

Did you check to make sure the harness he used for the swap is correct? maybe he crossed some wires while splicing

Ok, I will remove engine harness later on today to inspect it. Is there a write up on what wires go where(so I know what to look for)?

*Update* (forgot to update it but I found the problem few days after my last post)

Changed TB from another prelude and that fixed my electrical problem (It must have bin the MAP sensor or TPS that caused the problem)

Blocked off ERG and idle problem went away (That problem took me forever to figure out)
