15' VOLK RACING RAYS TE37 PCD 4x114.3

offset is a 45

Would those fit on a 2000 si

4x100 isn't even the "right size" so much as it is the right lug pattern. The size of the wheel is more than fine. Not a fan of 45 offset wheels personally, but those wheels would fit fine if the lug pattern were correct.

To answer your question simply, those wheels will not bolt on to your 2000 civic, or any civic, without converting your hubs to 4x114 from a JDM Integra Type-r.
