ls vtec crx 0bd0 pr3 blinks 17 ?

hey thanks for reading...
i have a 89 crx with ls vtec motor everything works fine execpt no vtec.
my ecu blinks 17 wich is vss, ive tried 3 diffrent working vss ones and still blinks 17,
ive tried a new speedo cable and still blinks.. the computer is stock and everthing is wired up right... just blinks 17 but my speedometer works fine .....
i did change my cluster from the square looking one to more circle looking one could that be anyrreason for code 17 to blink this has been stumping me for a while now any help will be greatly appreaciated thanks guys......

its a stock pr3 ecu.... the cluster was 89 si...... and i put a 91 si cluster in it...just had to change a few pins to get everything working right...
You changed out clusters and VSS.
Confuses me.
Stock cluster has the pulser thing mounted to the back of the cluster where the cable goes into it.

A VSS is mounted to the transmission and needs to be wired in to get the signal to the ECU. These were not a stock item of the 88~91 ED chassis, but people do add them in with swaps.
You don't have a 'VSS' because you said you have the stock cable drive for the speedo in place still.
So what exactly did you swap out when you changed VSS's?
Not that it matters really...
if your speedo is working then your pulser should be sending a signal to the ECU.
find this wire, hook up an ohm meter (I think OBD0 is a ground pulse and OBD1 is a +5 volt pulse), and turn the cable drive slowly by hand.
You should be able to verify if the pulse signal exists.
It's pin B16 on the ECU.

i changed the whole unit that goes into the the transmision along with the speedo cable.. when i did that vtec worked for about 5 mins until i shut the car off and turned it back on then it started blinking 17 again...
could the pulser on the back of the cluster go bad but the speedo will still work ...???
