Icon6 p08 will not work, p06 works... should i use a p28?

My current setup is:

JDM d15b head/block
USDM 92-95 EG auto transmission.

when I installed a JDM d15b sohc VTEC engine, it would not let me run an automatic p08 ECU. It throws all sorts of crazy codes and runs like crap. However, that p06 runs fine with it. No CEL, nothing… drove over 100miles on it.

will a p28 fix this problem? well... what exactly is the issue?
