Default should i take the plunge?

so ive been looking for a car for a while now, think i finally found it.
posted once on ep hatch with another car i was very interested, but was swayed the other way by the members, now im going to post up on a few different forums to see what response i get from this vehicle.

2003 VBP ep3 hatch.
clean title with a little nuder 74K on a stock motor
with the same amount of miles on the chassis
only mod is an unknown exhaust, some tint, and some unknown wheels.

now the bad:
the previous owner had it lowered on some unknown spring, and from the
description the current owner is telling me, might have blown the shocks.
i was going to replace them anyways with some racelands for the time being, as this will be a DD until it is payed off.
also some small run in with a truck at 2 mph kinda dented the hood, nothing major, but looks kinda bad. was also looking at replacing that with a cf hood, as a oem one will be hard to come by. and last is some small oxidation on the rear wing
other then that its only a few other tiny repairs that i can manage to live with until fixed (door remote wont work, hood latch snapped).

now my question is, should i now consider this ride?
i live in cali so prices will be a bit more. i would have to drive three hours to pick it up. what would be a good price to pick this up at? KBB says 8500 without the repairs it needs.

Pay off your car before you rice it out with crappy aftermarket parts.

i was gonna get those parts for the time being so im not running on blown suspension. then obce i have enough money saved, which could very well be before the car is payed off, replace them with a more refined suspension.
and are you also implying that the cf hood is rice? im looking at a vis hood posted on another forum

cf hood is fine....

although i only like the oem looking cf hood for the ep but thats a matter of taste.

he's talking about the racelands you're gonna get...theyre CRAPTASTIC
i really wouldnt get racelands ever...

what would be a comparable setup that wouldnt bust the bank?
where could i find a stock set up
