The horn works when the car is off. When I start it up, it does not work. I have been told the clock spring needs to be replaced.

Is this true even though the horn works when the car is turned off?

I doubt Honda Motor Company would replace under lifetime warranty because of safety/recall issue?

How hard is this for a DIY job? Any guides out there?

As an option, is it possible to buy a cheap horn (loud) and install instead of replacing the clock spring?
