check the output of the tps signal with the car turned to the on position with a good charged battery. should be .4 or .5 at closed throttle and 4.5 at wide open throttle.. any check engine lights?

Ok ill try testing the tps but yes the check engine light is on for 9 flashes but my cam angle sensor is not hooked up becuase the wires got ripped out but from what ive heard that shouldnt cause it to high idle like that but just 9 flashes.

My car wouldn't even run without the cylinder position sensor...
Good luck.

What if a fuel resistor was not hooked up at all would that cause it to idle so high? the guy i bought the motor from had it running on a high performance fuel pump and had a resistor on it but didnt give me that yet. Btw it still doing it i sprayed carb cleaner in the throttle body while it was turned on and it lowered the idle but once it evaporated the idle would go back up

are the vacuum lines connected correctly?

if your engine was from automatic transmission car, it will have 2 vacuum ports on the back of the intake manifold (see diagram) - do not connect these 2 ports together - cap them off separately - connecting them together will cause high idle

make sure that the PCV valve is connected and working properly
