timing, cant understand, noob!

ok so i got to step 20 successfully i would say. i jusst cant get past from there step 21 it says to loosen and the retightnen the adjusting nut to tension the timing belt. ..... why loosen and then retighten,!!!! could the spring that is suppose to tension be out? because i loosend the 10mm bolt that gives it a chance to move up and down but the timing belt wont tighten up enough so i had to push up and tightn it as much as i thought it should be , .. also i do not know if the timing belt is tight enough, there is about half inch of leeway ,, the belt feels tight it wont come off easy.. ..... I could deffinetly say that i cannot understand some of the technical terms,. i cant go on past step 22 through like 39 . my uncle has done this before succesfully but he only helped me a day on it because i have had to do this all by myself . i tried following the steps but my uncle i guess took me on a different route , i cant afford to get someone else to do it for me , i really dont want to because i want to learn to do it .... someone please give me some advice!!!!

the important part is that the front part of the belt is nice and tight
what i did was loosen the adjuster nut
turn the crank around a few times
push on the pulley with my fingers to give it some extra tension and tighten it up
turn the crank a few more times and check the tension again
then i put the lower cover on actually a few days later since i had to drive to my college graduation

If you think the spring is work out, replace it.
When you loosen the nut, it allows the spring to pull the tensioner and properly tension the belt. You tighten the nut, because at 6k RPM that little bitch spring won't keep your belt tight.

i didnt trust that little bitch spring to keep the belt tight at no rpm
like chikin pickle said, if you feel the spring isn't applying enough tension then replace it.
And when you replace it, trust that the new spring is putting the correct amount of tension on the belt and resist the urge to apply more tension. If you apply to much tension the belt will whine and you'll have to redo it anyway.
I always replace the springs for the peace of mind that the timing belt and balance shaft belt are tensioned properly.

Hell i finally got done. Took me 5 whole days , mainly because i worked on at times because of my job. Well i think we did tension it too much because i can hear the whining of the belt. So with just the springs tensioning the belt should be enough? I mean the belts both feel ok to me but i can hear the whine. Other that i think everything is good. And thanks touring acccord that article helped me alot
The belt shouldn't whine if tensioned correctly, and yes trust that the engineers at honda know what they are doing. The spring is enough. It needs to be snug, not unmoveably tight.
I think ill go to honda and get me a pair because it sure is whining , i mainly did d timing belt , waterpump replacement because it was over heating which i thought would help but it didnt today i drove it and once j got to a point where car would stop for a coulple if minutes it would start over heating,,, im not running a thermostat because its so dam hot !!
