How do i raise suspension?

I want to know how to raise my suspension. I posted up some pictures below to see what Im talking about. We tried lifting the car and turning the the **** with the tool but it wouldn't turn.

Loosen the Allen screw and then you are SUPPOSED to be able to turn the collar on the sleeve. If it's stuck you may try giving it a shot of WD-40. Failing that break out a hammer and screwdriver.
