assume by scan lines you mean the contrast lines going across the greener part of the desktop? i'm sure that with a little playing around in the texture area of photoshop's filters you can make the same effect. that desktop is wicked very professional.

yeah those. i tried, the closest i came up with was filter/texture/textureizer/load burlap texture. still not quite as clean...oh well back to the digital drawing board
