Default Gauge Cluster Issues.. Help!

A few months ago I did an auto/manual swap in my 93 eg 4dr. The car runs and drives great but I was still running it with the automatic dx gauge cluster and really needed to upgrade to one with a tach. I picked up an SIR 4dr cluster a few days ago and cannot get the tach or fuel gauges to work to save my life. From what ive read on several other threads the cluster should be plug and play but I loose the use of the dimmer switch with the SIR cluster. Looked up the factory wiring and found that the blue wire in pin B8 behind the cluster is for the tach input but there is no power to this wire while the vehicle is running. I started to think that there was an issue with the distributor, assuming thats where the tach gets a reading from in the icm. With a meter I checked for power at the tach wire coming from the distributor and got a minimal 7ma. Is that enough power for the tach to pick up or is there an issue with the icm maybe?? I checked for continuity from the plug leaving the icm to the one wire service plug located behind the drivers side strut tower and it checked out good as well as continuity from the icm to the tach wire in B8 that goes to the cluster. Does the tach wire also recieve a signal from the ecm as well?? I have no idea what else it could be.. As for the fuel gauge issue I havent even started in on that yet so any ideas would be a big help. Sorry for the long post, im new to this.

Are you sure the SIR cluster is good?

Im not 100% no. But being that ive done and gone over the entire circuit and still have no results im beginning to think that the case. I looked over the circuit board on the back because I know those clusters have had issues with the light at the top of the speedo buring out but there doesnt appear to be any problems. But as of now I dont have another tach to hook up in order to say the cluster is no good. Any ideas or have I gone over just about everything??

i'd step to testing the cluster in another car with no known issues.

I figured out the problem guys. I had power on the tach but was not recieving a signal, so it turns out that the coils or icm inside the distributor were burnt out or something. I replaced the entire thing and the tach started working right away.
