Default 95 Accord Setting TDC after removing timing belt

So I made the rookie mistake of removing the timing belt prematurely after taking off the crankshaft pulley bolt. I was thrilled after finally taking off the bolt that I didn't even think of putting it back in so I can re-adjust the camshaft pulley at TDC.
Is there a process in which I can achieve TDC?
I can move the crankshaft pulleys to TDC but I cannot move the Camshaft to TDC. I can only turn it an inch or so, but irregardless it moves back into it respective place.
Any help would be greatly appreciated.

I read that.
I went back to step 12 so that I can "make sure [the] camshaft pulley is still set so that piston no.1 is at TDC."
The camshaft pulley was not at TDC and so I tried to rotate it but was unable to. I can only turn it an inch or two before it springs back to its previous position.

how did you rotate your cam to get it to tdc. same problem cant find answer anywhere.

It's a bit of a long shot asking a user who only ever posted 3 times 13 years ago.

Here's an alternate method I have used for getting the cam in time when it wants to spin on you.

-let the cam settle into position before TDC (clockwise) so the spring pressure from the valves is stable.
-turn the crank to about the same number of teeth before TDC as the cam is.
-install the belt and pre-load the tensioner
-rotate the crank forward to TDC and check the cam alignment. If it's off a tooth or two, just mark the belt and pulleys (I like to use a white paint pen) and make a correction when you put the belt back on following the same steps.
