i had the same problem, turned out to be a tire that was out of round but it would balance correctly at low speed on the machine.and they were brand new kumhos, could be a broken belt in the tire,an overlooked bent rim, check the mounting surface of the rims, both mounting surfaces of the brake rotors, and the rotor mounting surface of the hub for any rust or corrosion that could let them not mount flat. one little lump of something on there goes a long way by the outside of the tire.

i had the same prob, i replaced everything fricken thing in the front end and ended up being one warped rotor on the pass side
