civic 2004 srs no light
What do you mean? does it blink when you first turn on the car then go out? if it does thats normal and the system is working just fine.
or does the light not illuminate at all?
Did you buy this 2nd hand? you might wanna have a look at the cluster closely and make sure the previous owner didnt just place tape or something blocking the light.

If i remember from the car the srs isnt supposed to be on unless there is a problem with the srs system. The fasten seat belt light is on until you fasten your seat belt.
As noted.. if the SRS light comes on when you turn the ignition switch on (II) then goes out after you start the car, that's normal.
If the SRS indicator doesn't come on at all, there's a problem. You can check your cluster by putting it through its self-diagnostic.
If the SRS indicator fails to come on, post again. You'll need to do some troubleshooting.

it does not illuminate at all.. at first i didnt notice it but when i look at gauge when i start the srs light does not come on at all.. it doest blink or anything. help pls.
i'm betting this car is 2nd hand. I made a DIY on how to cover up the SRS light for people that have blown bags and/or want to block the light because they have aftermarket steering wheels.
There are lots of visual clues to help you figure out if your SRS system has been tampered with. Just look at screws and what not and if they don't look new (i.e have scuffs) then most likely your car has no airbag system.

BTW in the newer model 7thgens, the SRS light = lite up lil guy with a dot in front of his face (best way i can think of describing it). Unlike the older years with SRS written on the dash.
