idle issues

Icon2 idle issues

I'm having an issue with my cars idle, its idling low, rpm needle drops almost to zero and to a point that it almost wants to turn off but it doesn't, i cleaned my Idle Air Control Valve it seem to fix it but the problem returned, today i notice that the car acts normal if i unplug the Throttle Position Sensor i can even adjust the idle screw and i see the changes.
what can be causing this??
I'm ready to change that tps or iac but i want to know for sure.
I recently had a head gasket & valve job done on my car, my cars performance is really sluggish and i might need to have my timing look at because the mechanic that i took it to didn't do it properly.

It could easily just be the ignition timing being off. You can get a timing light from walmart for like 25 bucks or so. Then warm the car up until the fan comes on twice and check the timing by putting a paperclip in the service connector, hooking the timing gun up to cylinder 1 and pointing it at the crank pulley. For some reason I'm drawing a blank as to what you should set it at but I think it's 15 btdc. Either that or 10 btdc.
