91 accord wont pass smog high HC (fuel not burning)

91 accord
checked all cap, rotor, plugs
timing is dead on
new exhaust manifold,
new motor from attarco
new O2 sensor on exhaust manifold.
car idles and drives fine... starting to feel a slight vibration at around 2K when I rev not (not very agggresivly.) but the vibration only happens at 2K , stops after and before.
feels sort of like a misfire, but cant figure out why...
HC are in the 4 thousands, extremley high.....
LMK any input is appreciated...

Is the vehicle running in closed loop? I ask because vehicles will run very rich when cold. The ECT sensor tells the ECM that the vehicle is sufficiently warmed up and can enter closed loop. ( and stop being rich )

well the specs are all stock. stock everything F22a1...

everything else passes other than hydrocarbons, NOX is low. the emissions guy said my cat is good, and its just not burning fuel completely. ...
can it be the EGR valve? I am still not sure how the EGR fully operates....

i checked that but it doesnt state anything about EGR . so I am looking into that next. intake is good, compression is good, spark is there, cap n rotor checked out, cat is ok but it will not show high HC, it will show high NOX on the regular at least from what i have experienced, even if the HC was high, it would be in the hundreds not the 4,000! stiull trying to figure this one out....
my f22a4 had the same problem. failed many emissions tests but the last one failed just for high hc. turned out the egr ports were clogged like no other. so i cleaned them and replugged them-there is info in the faqs on how to clean the ports. it got a little better but would still not pass. so before you go through the trouble of cleaning the ports...
first with the engine idling in neutral with parking brake applied remove the hose from the egr valve and check for vacuum if there is vacuum on the hose you have a bad egr solenoid or(in my case) a bad ecu. i removed my ecu and unscrewed the plates to find a burn mark. replaced the ecu and passed emissions that day.

As in post ALL the gasses tested. In Calif you get a boat load of info on the test. Post the numbers for the other gasses; CO, CO2, O2, NOx, HC.

all of them are high, however if i take care of the HC i believe the rest will fall within spec
i just cleaned the EGR, car seems to be the same, will take in for a test probably on wednesday. i have work 6 days a week 10 hours a day, hard to get in within working hours.

What I did to pass in Ontario, Canada:
1) Give it a really good 10 minute run on the highway to warmup the cat to burn the crap in the exhaust.
2) STP full system cleaner (probably doesn't do much)
3) Run the lowest octane fuel your car will support
There is more but I forget, but maintence of the car will greatly affect your score no matter what.
Maybe try changing the oil also if it hasn't been changed in a while.
With Seafoam also.

ok i will attempt this next weekend, I have to go back to work tommorrow for another 6 days at 10 hours each. I will do all of the above and then make an additional attempt. thanks for the help!

My brother had just notified me that he had put 91 octane in the car before he brought it home from getting food from the taco truck.... could this be the cause of high HC?
