Default No Torque Converter Lockup.

It is a 92 CB9 Ex. The torque converter does not lock up. I checked the A/C signal as per the service manual, that is fine. So i pulled the TCU to find out it has a TCU from a 90 Accord w/ Sport Mode. TCU # is 28100-PX4-921 it's suppose to be 28100-PXO-A22 TCU. 92's did not come w/ "Sports Mode". Now my ? is could this TCU not be allowing the torque converter to lockup?
