Default VHT Wrinkle Plus over polish/chrome surface

Can you paint over a polished/chrome surface with VHT Wrinkle Plus? Like scuff it first, clean well, then spray? Or does it have to be bare?

It is cheap polished intercooler piping that I want to paint over.

I don't see any problems with that. You just need to give the paint something to grab. A slick, polished surface wouldn't be optimal.
