Radio/Heater problem

Default Radio/Heater problem

I picked up a 89 Civc Dx that was converted to an SI
I wired in the radio today (the original harness was choped already) So i had to hardwire the radio in.
I got it in and working, but I the interior lights fuse... replaced it. Everything worked fine.
but now. The radio only works when the key is clicked one time forward. When the key is on accessory or started, only the clock comes on.
If i pull the Interior lights fuse (15) from under the dash, and put it back in, it will work when i start the car, But once I shut it off, the radio and heater both have no power. Any help is appreciated.
