I would think it's the same way as the 96-98 lights.
1. Take the front bumper off
2. Take the light housing out
3. Disconnect the wires
4. Open the light housing. Most use a heat gun to melt the glue
5. Take the orange stuff out.
6. Glue back housing and seal with silicon for water tight
7. Put it all back.

I haven't cleared out mine yet, cause I dont want to mess them up or anything, but there is a good site that shows you how to do it, in the "HOW TO's" section....
