Default 96 accord EX P0H-L01 ECU, does it have an immobilizer?

Quick question. Does the 96 accord ex P0H-L01 ecu have an immobilizer? I have a 96 accord ex and swapped in a 98 jdm h22. I am trying to pass emissions but the obd2 connector wont connect. Using the p5m USDM ecu would give me problems with the immobilizer so I was told I could use the stock accord ecu to pass then switch back to the h22 ecu after. Well I could not find my accord ecu so I got a used one online. The obd2 connector now works, however, I cannot get the car to start. It keeps cranking like it wants to starts but never turns on. Does the 96 accord ecu have an immobilizer? I kept the original 3 wires that I had to add to the ecu for the h22 still connected (now going to the accord ecu).

Thanks guys. What are my options? All I want is to pass emissions then I will switch back.

Any ideas on what I could check as to why my car wont start? It was running fine with the p5m h22 ecu
