Stop driving the car. It's unsafe to drive. Have it towed to a shop for repair. As for cost, call shops for estimates. Tell them that the rack end/inner tie rod has snapped.

Wow, that's the worst broken tie rod end I've seen. Do you do the regular maintanence on your car or does a shop? How come that wasn't caught along time ago if inspections were done.
To inspect them in the future, when you lift the front end, put your hands at 12 and 6 oclock, and push on the top and pull on the bottom a couple times, take noice of any clunks or looseness.
Then put your hands at 6 and 3 oclock, shake tire back and forth, take note of any looseness.
-If there's the same amount of movement in both top to bottom and side to side, you have a bad wheel bearing
-If you only have movement top to bottom, then suspect a ball joint
-If you only have movement side to side, then start looking at inner and outter tie rod ends.
