I had the same problem, except both of mine are broken lol but my bumper still fits fine, as long as you don't scrape or pop off a curb you should be good without it. Otherwise you probably just need to replace the front end.

OIC, the little tab that folds over and is held in place with a stepped 10MM bolt.
That will be hard to fix, as ninjaturtleEG points out, a 2 part plastic epoxy adhesive may work.
The problem is the "tab" connection to the rest of the clip is very thin, [so it can fold/hinge over you will have to add extra epoxy with it already folded over at the correct angle, I would also lay a layer of fiberglass mat on the inside to give it some strength.
In the long run, a trip to your local PicknPull may be the best bet, the clip I got was in rough shape, nicks, scratches a couple gouges and some screw holes and cut out pieces, [fog lights I think], the clip only cost $20 at PicknPull because it was damaged and it was going to cost me $200+ to fix and paint it, I went another way...

about 2hr of sanding, filling and sanding some more and a 6pack of Bud to the Armourguard guy in the shop next to ours. 94

ya what fcm said it'll be hard to keep it at that angle. You can use some hard backing tape like aluminum tape to hold the tab in place. Sand the tab with 80 grit and part of the bumper where you'll be laying down the adhesive so the adhesive has a rough surface to grab to. You can get them at a autobody supply store. Make sure you get the structural stuff.
May be easier to bring it to a body shop they can do it easy.
