Default turn signal doesn't work with city lights or headlights

okay so heres the problem, i was driving my car yesterday with the city lights on and noticed that the left turn signal was not working, i initially thought it was the bulb (wich i had just replaced last week cause it had blown) but turns out that it was lit but not coming on with the turn signal and also it looked a little dimmer than the right side one, when i got home i cheked the bulb and fuses but everything is in order and when i drove it this morning it worked as long as the city lights or headlights are not turned on cause when they are it doesnt work (the green arrow in the cluster doesn't even turn on) the right side works fine it's just the left side, any help??

humm..i honestly dont know cause my voltmeter isn't working, but i'll see if i can borrow one

Is the bulb you just got a single filement or dual filiment. It's supposed to be a dual filiment.

You can tell real fast if you turn park lights on, and the left side is considerably brighter than the right.

its a double, last week when the right one went out i bought the sylvania 1157A (Amber) bulbs and installed them (left and right cause the previous ones were clear and i didn't want to have one amber and one clear) but only the right side is the problem, by the way car is an ej8 with sir headlights (if it matters)

If the bulb is correct, then you most likely have a bad ground wire on the right side.
