Default turbo gsr not making boost and lack of power

hey everyone i have a 2000 acura integra gsr (obd2) and it doesnt seem to be making more than 4 psi, it doesnt seem like vtec is engaging, and at an idle when i fuel pressure gauge when i rev it up it drops to 40 lbs of pressure this is what i have done brand new walbro 255 pump just put it in took the diaphram for the regulator apart inspected everything is in good shape and for the rest of the car je pistons, eagle rods, acl bearings, arp headbolts, turbonetics t3/t4 ceramic bb turbo, ram manifold, tial wastegate, skunk 2 intake manifold&throttlebody, hks bov, greddy emanage ultimate 3 bar map sensor & a/f sensor/ aem fuel rail/ pressure regulator. the motor has 1500 miles on it just broke it in and all the parts are less than a year old or only have about ten thousand miles on them the car runs fine, the check engine light is on but it has been since i put it back in just for the misfires for the valve adjustmant but it is only when cold watched the vacuum gauge it was a sudden issue that just happend one day when i went to go get in my car it drives fine just wont build very much boost and no vtec, also i did a boost leak it test and no leaks. it reminds me of diesels how the fuel controls the boost, but everything i know tells me it shouldnt matter with gasoline it would just run lean. please help i dont know where i should start looking im hoping someone has had a similar issue

You need to ditch the greddy setup and buy the latest version of hondata and convert your car to obd1. Then find a good tuner talk to him and get it tuned. Double check mechanical timing, ignition timing, and make sure your valves are adjusted correctly
