WHEEL REMOVAL?????????????

I have a lug nut, aftermarket anti theft type, which is stuck or frozen on the lug about half way off. The lug now seems to turn so I cannot get the nut off to remove the wheel.
1991 CRX SI with B16 swap.
I would appreciated any suggestions.

Grind off the end of the lug? Weld the lug in place to the lock can turn freely?
