Default NJ OBD2 inspection wont connect!

Hey guys I need some help. I have a 96 accord and swapped in a 98 h22, both OBD2 with an OBD2 ecu. I drove the car in CO for about 10 years and it always passed emissions. I recently moved to NJ and went to a private inspection station. He said he could not even connect to my OBD2 system cause it kept saying searching or connecting and would not connect. He then told me to try another station down the road. I went down there and the same thing. He said to go to this DMV in eatontown. He said that they would probably have the same OBD2 issues but then said that they could just use the tailpipe and test it that way. I went over there and all that happened was that she could not connect then failed me. Now I do not know what to do since I'm sure no one will want to deal with this problem.

Is the problem the OBD2 connector or the fact that I have a swap? I have no check engine lights and the car runs well.

Please advise if you can. I do not have another car and never had problems driving in CO.

check that the obdII data link connector isnt loose and all the wires are still in tact

I checked all the fuses and they all work, including the cigarette lighter. I opened up the console and all the wires to the obd2 connector are in good condition and I used a voltmeter to test the connection and pin 16 gets 12volts. I traced (as best I could) the wires back to the ecu and the wires looked like they were connecting well.

What else can I check? I have no CELs and the CEL does work when the key is first inserted then turns off. Could it be the ECU? I have a p5 ecu

Yes I checked everything. So I found out that JDM engines do not connect with the obd2 connector. I was told that you could use the original accord ecu to get the car running and do emissions then switch back. I was not able to find mine so I bought a new one online. The obd2 connector now works, however, the car wont start. It keeps trying to start but just wont turn over.

Does the 96 accord have an immobilizer or anything? What can I do? All I want is to pass emissions then I can switch back to my 98 JDM h22 ecu.

So I guess 2 sources have told me that there is no immobilizer. So now I do not know why my car would not start when it was working fine with the p5m
