Default Window help

I don't know why this happens but usually when I roll my windows up, it's really slow, and the car idles a little lower. I thought it was the battery, got a new one. Thought it was the motors and got them replaced, now it seems like the only time the windows function properly is after a good rain. How do I fix my windows?
