Drivers side lighting started acting up. When the headlights are off, driver side blinker blinks fast, and the driver side city light blinks with it, also the driver side front blinker doesnt work.

When the headlights are on, the driver side blinker blinks dim and slow, so does the driver side city light, and the driver side front blinker starts working. but the driver side headlight doesnt work. and the little green blinker arrow in the cluster stays on but dim. took off hids and still acts the same. I checked voltage to headlights and passenger side is 12.5V and driver is 11.5V. i also saw when my car was on and the lights completely off that when the radiator fan would kick on so would my driver side city light, and driver side blinkers, but very dim. I dont know what the problem is. I have had the car for over a year with no problems of this sort. Any help is greatly appreciated. Thanks.
