Ok so here go the dill, pickles. I blew up my turbo single cam and threw this b series in. Engines from a 00 Si so it is obd2b, its not in an obd1 car. I wire tucked it and had some issues but all that's taken care of and I still can't get it t start. I traced every wire in the harness with a multimeter and the pins are where they belong when compared to an unmolested harness laying around. So using the obd1 harness from the car (factory obd1 vtec engine harness) I turned it into a tucked harness for the b series. Now aa i said all thats legit except the iat which is the lone check engine light.

Having given the circumstance here is what I found on my own, todays saturday and i have help so i wanna get some opinions. I'm getting spark, fuel, its in time, all my grounds are hooked up, I have one CEL and its intake air temp. I'm running an obd2b engine on obd1 em and p28 Si ecu.

#1 When I swapped the obd2b engine into an obd1 car do I have to make any pinning changes to the engine harness? I've heard yes I've heard no. F the iat CEL I just want it to drive again
#2 I am using an ls dizzy. Not sure if this pertains but I worked on my friends b16 and couldn't get it runnin, same symptoms, and his dad took the dizzy internal and flipped them 180 degrees and it ran.
#3 what are the odds main relay took a poopy?
