Transmission assistance (electrical)

ok, so my D4 light came on and my car is shifting like complete hell.
I have the service manual and followed the instructions to diagnose my problem.
After following the flow-chart i have come across 2 issues
1. Shift control solenoid A is bad - easy enough
the second issue has got me very confused (I believe it is the underlying issue which caused the solenoid A to fail). Ill try to explain as clearly as possible.
Ok, so one of the sections on the flowchart involves testing for continuity between two wires on my PCM connectors,(there is supposed to be no continuity)(one of the wires is a ground). Now when i checked the wires with my volt-meter (followed procedures exactly), there is around 30 ohms of resistance between the two wires. I supposed this means that there is continuity between them.
This confuses me because if there was a short, i would think that there would be no resistance. Is there such a thing as a short with resistance?
Any input would be extremely appreciated, replacing the solenoid is simple enough, but i don't want to replace the $200 solenoid only to have it burn up by the "partial" short.
Any tips on how to track down the short would be appreciated, i am completely lost here and don't really know which direction to start in.
