Vacuum leak in the intake manifold? Try spraying it down with carb cleaner, if the rpms go up you've found a leak. It's not a common answer, but it was something that happened to my dad on his Trooper, it would be reporting misfires and lean conditions when he had an intake manifold gasket go.
Otherwise, try a compression test. On an SH you should be pushing 190-220 psi on all cylinders.
