OBD0 ecu light will not work

Default OBD0 ecu light will not work

Hi everyone, sorry if this topic has already been covered already somewhere but I searched, and was not able to find an answer. I have an 90 CRX hf with an B18A1 swap OBD0 and the light on the ecu will not flash or even come on, so I am wondering if that means the ecu is blown? If not what could it be as I am having problems with the fuel pump priming. I've already checked all the usual culprits. Thanks.

So you checked the main relay and fuses?
