92 Si HID Conversion for Fog Light Housings

So I always had those little bumper light fogs the supposed JDM ones but I knew the kid before me probably got them off ebay.
So I ordered up another set because the set on there every screw every bolt is seized solid on the ones in there, so they came in today and I bought in anticipation of doing this conversion a HID kit for h3 Housings, the bulb is still longer than the original bulb but I'm not worried about that, what I am worried about is what kind of heat do they put out because the tip of the bulb may be close to touching the back of the housing, I dont realy want to melt the housings.
My initial understanding is that HID bulbs are cooler than halogen ones but physics would state that more energy more light more heat... so which one is it.

2) HID capsules (not bulbs) are cooler because they are run at a lower power draw. Standard headlamps are 55W. Standards HIDs are 35W. Since standard fog lamps are 35W, you'll get nearly the same heat from the HIDs, though they will be slightly cooler since they are more efficient. Same power but more light means less wasted heat is generated (there's the physics).

1) I hear ya on the blinding. Its more of a stationary look Im looking for and more light while driving at night. Not going to be running them all the time.
