HELP! 99 Civic Oil & Batt lights always on.

Default HELP! 99 Civic Oil & Batt lights always on.

So today I headed out to replace my old battery terminals. I removed the old ones and put the new ones on. But when I got inside the car I noticed my Oil & Batt light on with no key in the ignition. I then proceeded to put the key in the ignition and turned it to the on position & my blower motor and windshield wipers started going. So I disconnected the battery terminals and reconnected them with no luck these lights are still on and my ignition only turns on my blower motor and windshield wipers.

I'm stumped. I've tried the following.
-Remove and replace terminals.
-disconnected the ecu
-disconnected the ecu and left it disconnected
-removing the relays from under the hood
-removing a few relays from under the dash

Still nothing I don't no what to do I've never seen a problem like this any help would be greatly appreciated.

Sorry car is a 99 Civic Ex 5 speed.

tighten your battery ground maybe

when you say batt cell your referring to the battery dash light?
CEL refers to one light which is the check engine light

Sorry yes I mean the battery & oil light on the cluster.

Sounds like an ignition switch problem.

Are you able to turn off the wipers and blower using their switches?

No I turn the neither off using there switches as everything comes on and switches are already in the off position. When I press my hazards button the arrows on the cluster light up solid they don't flash. Also my power doors windows horn sunroof isn't working. It was all working fine prior to replacing the terminals.

Sighs I have no clue as to what could have gone wrong.

Do you switch the positive and negative battery terminals?
