Default HELP! 99 Civic Oil & Batt cell always on.

So today I headed out to replace my old battery terminals. I removed the old ones and put the new ones on. But when I got inside the car I noticed my Oil & Batt Cell on with no key in the ignition. I then proceeded to put the key in the ignition and turned it to the on position & my blower motor and windshield wipers started going. So I disconnected the battery terminals and reconnected them with no luck these lights are still on and my ignition only turns on my blower motor and windshield wipers.

I'm stumped. I've tried the following.
-Remove and replace terminals.
-disconnected the ecu
-disconnected the ecu and left it disconnected
-removing the relays from under the hood
-removing a few relays from under the dash

Still nothing I don't no what to do I've never seen a problem like this any help would be greatly appreciated.

Sorry car is a 99 Civic Ex 5 speed.

Regardless it sounds exactly like this - you switched the terminals around.
