If the EGR is broken then you can't fix it.
The EGR is controlled by vacuum. There is a diaphragm in it that is attached to a metal rod. The rod blocks a port off in the intake manifold. The rod moves up and down when vacuum pulls on the diaphragm and opens the port. If the movement of the rod isn't detected, whether it doesn't move up or is stuck in the up position, then you get the EGR code and CEL light.
The diaphragm usually rots away over time and the vacuum leaks through it. you can test this by hooking some spare vacuum line up on the EGR's port and sucking on it. It should hold vacuum and not bleed off.
In this pic you can see the diaphragm colored orange (yours may be a different color). The rod is sticking out in the bottom left.

Another problem could be that diaphragm is good and the ports and EGR just needs to be cleaned out. If the engine hasn't been well maintained then deposits can build up in the manifold ports as well as in the EGR. It can build up so much that the EGR rod gets jammed in place and lift isn't detected which, again, will throw a code.
This is a different style EGR, but the crusty crud is all the same Wire brushes, solvents (like brake cleaner or B12 chemtool), and rags do a decent job cleaning it up.
