I'm no expert, but I have been researching and haven't been able to distinguish many top affordable coil systems. Some seem to be name only, others...not so much. They all seem to be pretty good. Having talked with Progress, I was fairly impressed with the customer service and products.
I would just research brands you're interested in, chat with those who have them...see how they like them. And depending on where live, that will have an impact too (galvanized steel vs stainless steel housings). I'm a big fan of KW coils from my BMW years. There are 3 versions (V1,V2,V3) from KW. A bit on the higher end of Civic coils ($1700 for KW V2). ST suspensions makes almost the exact same suspension to the KW V1, but under $1K. Again, stainless steel housings (KW) and galvanized steel (ST) is the difference.
Hope this helps a little
I have no experience on the matter as im still running my busted stock suspension but from what ive been told the 2 most popular setups are the koni yellow/ Ground Control Combo or the progress type II coilovers. I hear the skunk 2 bounce a lot but I guess this is also depending on what spring rates your running. I talked a lil while with a couple of guys who did a lot of road courses and sprinted driving and they said that if its for a daily driver the Progress are the way to go
I am running skunk2 pro c's and I love them. I know they are pricey, but instead of like a 24 adjustable setting they went with 12 because they want you to be able to feel a difference between each click, and trust me you do. Also idk if progress has it or not but not only is the spring adjustable but so is the sleeve so you still get the low look with out having to lose the springy-ness.
If you get bounce from your coilovers, you aren't matching the springs to the shocks. The springs can be fine, the shocks can be fine, but they aren't matched. It's like saying a set of rims is junk just because it won't fit on a certain car.

Progress are domestically rebuildable as well... Skunk2's are another throwaway shock.
Don't be fooled by all the adjustability. Budget friendly shocks with 24 settings (or more sometimes) don't even have that wide of an adjustment range and therefore the clicks don't do much. For a street car you're far better off getting something non-adjustable that is nicely matched to its spring rates at the factory. My only gripe with Progress is that their offered spring rates are on the low side of what I would go for.
