Default Do i really need catalytic converter on my turbo b20

I notice my 1994 honda civic b20 turbo has been running kind of sluggish so i looked around online and seen someone say the catalytic converter might be plug up, so i was wondering do i really need the catalytic converter? where i live the cops don't check for catalytic converter or do any testing
